Andrew Carmona
Andrew Carmona is a D.C.-based impact measurement specialist with 17 years of experience helping clients design and implement performance management systems, program evaluations, and strategic visioning. Since 2015, he has led or participated in over 45 program evaluations and assessments in 22 countries and 15 sectors of work for a variety of governmental, non-profit, and private sector clients. He has spent the majority of his professional career working for USAID contractors. Most recently, he managed a $60m portfolio of program evaluation and third party monitoring activities for U.S.-government funded projects in Ethiopia, Mozambique, and West Africa. In 2013, Andrew co-founded–and continues to manage–a non-profit organization in Guatemala focused on building resilience to climate change among Indigenous farmers. He is excited to bring his experiences with impact measurement, fundraising, and strategy to GatherDC.
Andrew has participated in GatherDC events since 2017, including as a member of several learning cohorts (reparations, Giving Circle, asylum seeking, ritual bootcamp, advocacy), three Beyond the Tent retreats (one as a participant, two as a facilitator), storytelling coach for Alt YK, and a member of the Advisory Committee (2024-2025). Outside of GatherDC, he is currently a Community Ambassador for the EDCJCC, and a founding member of Olam’s Jews in International Development (JIN-DEV) group. Prior to those roles, he was a member of AJWS’ Global Circle Steering Committee (2017) and a Jeremiah Fellow with Jews United for Justice (2018). He currently consults professionally with several Jewish organizations including JDC, JFNA, Olam and others. Andrew holds an MPA in Development Practice from Columbia University’s School of International and Public Affairs and a BA in International Studies from UC San Diego. In his spare time he enjoys playing and watching baseball and soccer, making sandwiches, backpacking, hiking, and storytelling.
